Why ownership transfers on paper in a bonded warehouse

A bonded warehouse keeps stock under duty suspension. Selling it does not require moving it: the warehouse re-registers the parcel to the new owner and the excise stays suspended. That is why an order in bond has a stage called Ownership transferred before Pickup or EMCS.

When the e-AD appears

Only when the stock travels. An electronic administrative document (e-AD) with its ARC number accompanies a movement under duty suspension between two authorised warehouses. If the buyer leaves the stock where it is, there is no movement and no e-AD.
